As part of sector reforms related to institutional and funding aspects, the RAAMP Financing Agreement includes a legal covenant requiring each participating state to enact legislation establishing a State Rural Access Roads Authority (RARA) and a State Roads Fund (SRF) within 18 months of signing the Subsidiary Loan Agreement (SLA). This legislation must then be presented to the State House of Assembly.
The proposed legislation aims to create a dedicated authority for the maintenance, improvement, and expansion of rural access roads (Class C & D) across Kaduna State. Additionally, the establishment of a State Roads Fund will ensure sustainable financing for road infrastructure projects involving Class B, C, and D roads.
